Introduction

CCoE is a national platform serving people from diverse backgrounds, institutions, and experience levels. We are committed to providing a safe, respectful, and inclusive environment — in training rooms, online, at events, and across all community interactions.

This Code of Conduct applies to all CCoE participants, staff, volunteers, trainers, advisors, partners, and anyone engaging with CCoE programs, events, or community spaces.

Our Standards

We Expect

Treat others with respect, regardless of gender, age, background, institution, skill level, religion, ethnicity, or any other characteristic.
Engage constructively — offer feedback, disagreement, and debate in a way that is professional and focused on ideas, not individuals.
Protect confidentiality — do not share personal information, work products, or assessment results of other participants without consent.
Act with integrity in all assessments, competitions, and collaborative work. Plagiarism, cheating, and misrepresentation are prohibited.
Use CCoE infrastructure, platforms, and cyber range resources only for authorized purposes. Unauthorized testing, scanning, or exploitation of any system is strictly prohibited.
Report concerns. If you witness or experience behavior that violates this Code, report it to conduct@ccoe.bd.

We Will Not Tolerate

Harassment, intimidation, or discrimination in any form — verbal, written, physical, or digital.
Offensive, demeaning, or exclusionary language or imagery.
Unauthorized access to, or misuse of, CCoE systems, participant data, or program resources.
Sharing CTF flags, challenge solutions, or assessment answers outside authorized channels.
Any behavior that compromises the safety, dignity, or experience of other participants.
Retaliation against anyone who raises a concern in good faith.

Specific Expectations by Role

Participants — Follow all program rules, assessment guidelines, and cyber range usage policies. Respect fellow participants and trainers. Do not share or use others' credentials.

Trainers & Facilitators — Maintain a professional and inclusive learning environment. Do not share participant data beyond what is required for program delivery. Report any safeguarding concerns promptly.

Staff & Volunteers — Uphold CCoE's values in all interactions. Declare conflicts of interest. Follow data handling and confidentiality protocols.

Partners & Sponsors — Partners and sponsors may not use their relationship with CCoE to influence participant outcomes, access participant data, or promote services to participants without explicit CCoE consent.

Enforcement

Violations of this Code may result in:

1. A formal warning issued by CCoE program management.
2. Suspension from specific programs, events, or platforms.
3. Permanent removal from CCoE programs and community spaces.
4. Reporting to relevant institutional authorities (e.g., the participant's university) where appropriate.
5. Legal referral where the conduct constitutes a criminal offense.

Decisions on enforcement are made by CCoE program leadership in consultation with the Phoenix Foundation, depending on the severity of the incident.

What to Include

A description of the incident, who was involved, when and where it occurred, and any evidence or witness information.

Response Time

We will acknowledge all reports within 3 business days.

Confidentiality

Reports will be handled confidentially to the extent possible while still allowing a proper investigation.

No Retaliation

CCoE will not retaliate against anyone who raises a concern in good faith, and will not tolerate retaliation by others.
